The Change Educator was established to build a cohort of public school teachers consisting of professionals and other individuals who have achieved success outside of education. Currently in the second registration cycle, the program has attracted individuals from the areas of finance, business, communications, and nonprofits. The program requires a Bachelor's degree and a specialized test of the subject of the applicant, and those selected are placed into an intensive preparation program.
Individuals who follow this program change careers or return to the world of work, including pensioners. In addition to the business experience gained from current or previous employment, candidates can demonstrate a volunteer-based leadership background.

This program is one of the many American public school districts that have been put in place to improve the quality of students' education experience. For example, the New York City Teaching Fellows program, which encourages mature professionals to enter the teaching, is credited with helping to narrow the gap between qualified teachers between poor schools and good schools from 2000 to 2005 as documented in a 2008 study by the Bureau of Economic Research National nonpartisan.
